What is the difference between PRMS and QRM?

QRM is the quantitative skill: build and defend QSRA and QCRA models with Monte Carlo simulation. PRMS ends at the evidence behind the score. QRM models it.
Do I have to buy both?

Which comes first?
PRMS, then QRM, unless you already run the risk process day to day, in which case you can go straight to QRM.
Do I need software or a risk background?
No prior risk background is needed. PRMS uses spreadsheets only, no paid software. QRM is built on Safran Risk, with free 30-day access included, so you practise on the industry-standard tool at no extra cost.
